Check to see if he is dehydrated by gently pinching the skin over his shoulder blades to see if it tents, if so you will need to hydrate him.

Just in case the calcium in his diet is too low, I would give him crushed to powder calcium tablets or calcium powder a capsule without vitamin D3 Seizures. Give 100 to 200 mg. elemental calcium mixed into water and give it to him by syringe slowly.

If you happen to have Magnesium capsules (Mag citrate or Mag chloride) give him a very tiny amount no more than 1/32 Tsp. with the calcium powder in water by syringe orally.

Also give him a drop of maple syrup or dark, not black molasses and see if that helps; this is easily done by putting a drop on the tip of your pinkie to place behind the front teeth into the space in front of the molars just inside the lip.

Please post what and how much of what you are feeding him presently in detail.

Is the heating pad under only half his cage? He needs to be able to crawl off if he gets too warm.

Here is a 6 page primer on baby squirrel care. I don't agree that using a dropper to feed a squirrel is okay in a pinch, I'd ever suggest using a dropper FWIW.
