What is he doing. Scrat was just snacking on cereal and then stopped and started doing this. I tried to look it up but couldn’t find anything.

He's alarming about something he's seen or sees that's bothered him.
In the wild they alarm vocally while "flagging" their tail to draw attention
and warn the others about a predator in the area. Hawks, cats, etc.

Or heard, outside - something that you likely couldn't hear. I call that "snappy tail"!

How old is lil Scrat? I agree it is an alarm, but in my experience it can also mean something is agitating him and it's a warning to back off. If he's young, that thing that's agitating him could (yes, suddenly) be you, his food, or a stash if he's doing that. Giving him space might be good until he chills a bit.
