Is cat saliva as toxic to prairie dogs as it is to squirrels? My pdog drank out of the cat water bowl before I could stop her and now I’m freaking out! Is this an emergency issue??

That is a tough question. Cat saliva exposure from bites and scratches is pretty much toxic to everything (including people). I think there might be some risk in sharing a water bowl but I don't think it would be as high as from an injury? If the cat has been an indoor cat for it entire life and the water is changed regularly then the risk is probably lower than if the cat goes outside at all.
Just my opinion, but I would watch your PDog very closely over the next week and I would have some AB meds on hand ready to go just in case (Cipro, Clavamox, or Doxy etc).

My dogs and cats have been drinking out of the same bowl for eons. Never heard that I should be afraid.
