    1 tbs? Are you using a 1 cc syringe to feed? Even with the goats milk formula (which is meant to be only temporary until you can get the correct formula), should be thin enough to be fed with a syringe.

    Is this the baby that weighs 3.8 oz? 1 tsp (5ml) may be at the low end of what she should get.

    Are you stimulating to pee and poop with each feeding? And how often are you feeding? They almost always pee with every feeding / stimulation. They do not necessarily poop every time... and if she just started eating it may take a while.

If so it may be good to start a thread with your general location.. something like "Rehabber Needed near Charlotte, NC". Many folks are very busy and don't have time to read all the threads, but they'll usually take a moment if it is a post in their general vicinity.
