Default a question - is baking powder needed for HHB?

Someone who live in another country asked me to ask you "Experts" this - is the baking powder absolutely needed when making HHB?

She doesn't own an oven, had baked the blocks on skillet or recently tried using dehydrator, I think. Then she is wondering, if she isn't using oven, she still needs to add baking powder or not.

Is the baking powder only needed for raising batch, no other reasons? If so, she doesn't have to add baking powder, does she?

(I should have posted it in nursery. )

Add the same amount of baking powder when making HHBs in a skillet. Without baking powder the blocks will be very hard. Cook with very low heat so the vitamins don't degrade.

Got your answer for you, happy baking!!

    Just to be clear.
    Baking soda,
    or baking powder.
    Big difference.
