What live plants (if any) are safe to put in an enclosure for a non-releasable adult?
Or are any trees unsafe to put small branches with leaves on them inside enclosure?

Choosing those that are native to your region are best.
Sweet maple; Silver maple; White birch. Poplar; pine (dried no sap), Pecan, Hazelnut, Walnut, Most oak species, Elm, Beechnut, Butterrnut, Hickory, Sycamore.
Make sure they haven't gotten herbicide or pesticide spray on them from your neighbors, as this can be deadly to rodents.

Some oak species are toxic, as are some maples also. Pass on Black walnut it is known to have toxicity.
When in doubt check specific species info for toxicity to wild rodents.
Make sure they haven't gotten herbicide or pesticide spray on them from your neighbors, as the spray residue can be deadly to rodents.
