From green in the late summer to brown in fall, is how the squirrel prefer them.
Just as long as they aren't open or have fallen to the ground, or have been sprayed with pesticides, these are the safest to provide to NRs.
Our squirrels loved pinecones, spending much time chewing that is supportive of wearing down their incisors also.
Also look for the pine candles (male cones) as they are high in nutrients squirrels need.
Our yard squirrel, Ms. Diggie, liked them so much that she would hang upside down to get some.

The tight ones are fine, green or brown. They still have the seed inside so they will rip into them.
Once the cone opens it’s just a toy to shred. I will warn you that the pine sap in the cone makes a mess. They get it in their fur, etc.
Because they have those sharp points I would drop it on the concrete and roll it under my shoe to break off those sharp spines. Of course, wild squirrels don’t care about that but we do pamper the inside kids. :tilt

The answer was, yes they are fine (brown) as your photo shows; the squirrels are sure to like them!
