What were you feeding him? Here is a video that has proper technique for feeding formula:

Not the small syringes (which help limit how fast they gulp it down), the head up and syringe below/pointing up.

He might have aspirated a bit into his lungs? Make sure he is not sucking the formula too hard and fast. As squirrels get bigger, some will actually suck on the syringe so hard that the plunger depresses. You will need to slow it down (keep control of the syringe plunger) so he does not get too much, too quickly.

he wasnt getting too much. he was trying but i had complete control of the syringe.

i flipped him upside down and massaged his back from his tail to his head and the caused him to do it more.
Aspiration? should i just watch him now and wait to be sure or start antibiotics?

Aspirating is very common and many squirrels do not develop AP. Just watch him carefully for the next couple days. Warning signs are lethargy, loss of appetite and clicking noises when breathing. Any two of these symptoms and you want to start Cipro/Baytril.

he is definitely uncomfortable. i go to move him from my hand but he does NOT want to let go.
he hasnt done that before. seems like he wants to throw up.

he was just coughing again and this time it seemed a lot harder for him top do. like its making him weak.
he tenses up to cough but then his legs flop out like wet noodles. eyes squinted just staring at me. :'(

omg this breaks my heart!!!
