Baby Cowboy has a boo boo and hasn't peed. Need help!

I have 2 babies about 5 weeks old that fell out of the nest and Mama was killed. The female, Chelsea just opened her eyes yesterday. Cowboy still has eyes closed. She made a boo boo on his man parts. I have separated them. I have soaked him in warm water several times today and done my best to stimulate and used Neosporin. For the most part he has been voiding on his own but I still stimulate before and after feedings. He's been eating today( a little less than normal) and pooping but no pee. He is restless(to be expected) and cries out so I know he's in pain. He is very tender and tightens up when I push on the left side of his abdomen right next to his man part. What else can I do to give him some relief?

Does he have a scab on the tip of his penis? If yes you must get it off so he can urinate. Soaking helps but you may have to pull off the scab.

After soaking we got the little bit of white off. The hole is COMPLETELY open. He's been eating and pooping today. Not eating his normal amount. He's been very restless and I can tell he's uncomfortable and in pain as he will let out a cry every once in a while. He finally fell asleep on my husband's chest which is where he is now. I'm hoping he peed a little during the soaks but not sure. I'm concerned now because he is just knocked out. He normally moves or flinched when you touch him while sleeping. Not getting very much movement now. He is breathing and it appears normal. Maybe he's just so exhausted from not getting good sleep all day???
