Poor lil guy. Ok if he is swollen and blocked, you need to get his urethra open again. Is there a scab on it? If so, soak and soak with warm water and soft washcloth every 2 hrs until he can pee. You may have to squeeze gently in order to encourage it to open up again. Warm water soaks and massaging his tummy with a downward motion may also help.
When baby squirrel suck themselves, 99% of the time it's because they are not being fed often enough, or are not getting enough food at each meal.

Do you have any meticam (veterinary) or meloxicam (human)? It is an antinflammatory that might help with the swelling. Do NOT dose without help from someone who can help figure out proper dilution though. If you get it, we will need strength of med and weight of baby in order to figure out dosing.

SammysMom made kilts for some of her little suckers and as I recall they worked. Also, I had a little boy last year who’s sister sucked him untill he was blocked and swollen. They were left in a yard for waaaay too long and she went at her brother until he was a husk with a horribly swollen penis. He healed but the end of his penis ‘skinned’ over and blocked the opening until when he peed he blew up like a balloon. Vet opened up his penis and said to clean it with diluted hydrogen peroxide to keep the outside from healing faster than the inside and thus allowing the skin to heal over the opening again. Normally hydrogen peroxide isn’t used as it actually keeps healing from happening. Just mentioning this as if he’s severely injured himself, he may need the inside of his penis to heal well and the outside to heal but not so fast as to cover the opening. I sure hope I explained that well enough to make sense. :dono
