Safe and non poisoning garden bug spray for plants and flowers

Can someone please tell me what kind of insect spray I can buy and use to spray my flowers and plants outside to feed my squirrel? I have no seeums so bad on my grass even where I love, anything picked wild, I bring in a million of those things and you can’t spray or drowned the things for nothing. They get on my squirrel and bite her (as they do me as well when I’m outside) and I don’t know what I can spray that isn’t harmful to her

The problem is even with organic pet safe insecticides you may harm beneficial insects as well. All articles I have searched list repellents not insecticides for No See Um's. Apparently insecticides don't work real well against them.
