Water and Cage Upgrade?

At what age should I make water readily available to my 9.5/10 week old flying squirrel? Also, at what age should I move him to his adult cage, most likely this cage: http://www.exoticnutrition.com/brsuglca.html which is what I use for my sugar gliders, and adult female flying squirrel.
