Lucy, UTI or is she in heat?

Lucy is approximately one and a half years old. She has swollen genital area, has been scooting on tables etc. She has a healthy appetite still wants to be pet rubbed and cuddled. Seems to have normal urination but with the swelling of the genital area. We have questions is this a UTI or would she possibly be in heat? Please advise

i she doesn't seem to be straining to pee, and if her urine is not dark colored or very odorous, she is probably in heat.

Her story is a little different since there was straining. I think in her case it could have been a combination of both. But the behavior was definitely leaning toward being in heat. I hope this may help you a little.
