Alvin is about 5-6 weeks old from what I've been researching. He eats formula every 4 hours on the dot. Right now I can only afford to give him the goats milk mixture. I've bought blocks and have even tried broccoli but he wont touch them. I've held some in front of his nose when he's hungry and he'll lick it then turn away. Am I doing something wrong?

He's fine. Many people seem to introduce blocks at this age to get them used to them, but they rarely eat them at this age, just play and gnaw. I think eight weeks is the age where they should start eating in earnest. However, you should offer blocks first and then introduce veggies once they're used to eating blocks.
Lastly, if you don't know, you should let him take formula for as long as he wants.

At 6-7 weeks they typically start shredding solids, not eating much. This is the time to put blocks in , though, and only blocks! He needs to learn that they are his main food source, and he will, so long as you don't give him nuts or treats. They're just like little kids; they're not going to eat broccoli if someone keeps slipping them M&M's....:grin

My little guy not quite 7 weeks quit taking formula (good) every four hours
so I went to every six, he does better. I started putting 1/3 piece of block in
2 x per day after he ate and he's actually been eating the block.
I've increased the amount of block given throughout the past week and today
is his first day of getting a whole block.
Today was his first attempt at trying to bite the hand that feeds him too... :sanp3
