Does anyone know what is the proper dilution for the powdered goat's milk?

One of my volunteers took in 4 babies, SPCA brought her the powder but without instructions duhhh....

Did it come with a scoop? It is two 'scoops' to one cup of warm water. Then you can dilute for first few feedings in each syringe.
