Looks like dried up formula to me. Be sure you are wiping it's face / throat with a warm wet cloth after each feeding. When they stuff dries it can be like glue and impossible to get out. They will actually have their hair fall out before that stuff will come out. I gave mine baths with soap and water and couldn't get it out. Eventually it came out on it's own (with some hair). But don't worry , it will grow back. I don't know about the bump on the rib, but that picture looks like dried formula.

How long have you had him and how long has the fur looked like this?

Can you check the bump on the ribs and see if there was a hole there, scabbed or not? Just thinkin'....:thinking
Not saying it is but... If there was an abscess at one time this could be dried up puss from it having burst. If that was the case, but the bump is still there, then that abscess has not finished draining and may need to be lanced and the baby would need to be placed on ABx.
I don't know your laws and which states are squirrel friendly, but is your state legal for them? Would you have a vet that could take a look at him and treat him?
Hoping others will chime in.
