We had some squirrels around our neighborhood who had mange over the winter and they looked way worse than your little guy. From what I can see from the pictures you posted, it does not look like mange to me. How long has your little guy had this issue? I know the wild ones over here got worse pretty quickly. Then there was some that were missing hair and it was just them doing their spring molting where they lose their winter coat. Maybe your little guy is just loosing his winter coat. Hopefully someone else will chime in.
