Squirrel stuck on window ledge

There is a baby squirrel trapped on my window ledge. I don't know how he got there, and I don't know what to do to help him get off the ledge. He's been there for a few hours, and is calling for help. I devised a ladder for him to climb onto the roof, where he'll easily be able to access sturdy tree branches, but he is too scared to use it.

What should I do?

How high above the ground is this window? If it is second floor ( or more)
maybe make a "safety net" with a large blanket and several folks holding the corners...then try to nudge the little guy off the ledge--he either climbs up your ladder or falls safely into your blanket.
