I don't know how old she is, but can you use a water bottle?....

If she is still too young, she might aspirate with a bowl, or turn it over.
If you don't have a water bottle, put some marbles or pebbles in the bowl and put water just enough to cover them - this way she won't go too deep into this water and won't aspirate herself (and the pebbles will keep the bowl heavier and sturdier, too)

Water bottle is the way to go! Stays clean and is safer!
