I know it is very important to get squirrel babies used to eating the rat blocks and other good things first, but when can you start introducing fruits and veggies?

veggies can be introduced at about the same time as the block, but it might be better to introduce the block first and make sure the squirrel starts eating it. Once your baby starts eating blocks regularly and without turning his/her nose up, you can begin to introduce veggies.
Fruit is a treat. They should not be getting too much of it. Since it is sweet, it's easier for them to like it and eat it. If you introduce the "sweetness" before the squirrel starts liking the block and greens, it might create problems because the squirrel, having gotten used to the "sweet" taste, will have a hard time eating blocks and veggies.
So, no need to rush with fruit.
First, make sure your squirrel starts eating blocks without giving you a hard time, then introduce greens and other veggies and make sure s/he eats those with pleasure, too. Then, you can give some fruit. ONLY after blocks and veggies for the day have been eaten.
If you would really like to give him/her some fruit, you could give a slice of peeled apple (apples are not as "sweet" and won't spoil their taste buds as something very sweet can)
